The strategic alliance was formalized through a Memorandum of Understanding (MOU) signed on October 31, 2025, during a high-level Hong Kong delegation visit to Saudi Arabia. The signing ceremony was led by Mr. Paul Chan Mo-po, Financial Secretary of Hong Kong, marking a significant milestone in cross-border technological collaboration.
